Lowell Marriage License Process

Both parties must appear in person at the Lowell City Clerk to file marriage intentions and get a license. No residency requirement applies. You do not have to live in Lowell to apply here. The license fee is $40. Massachusetts law requires a 3-day waiting period under MGL c. 207, § 28. The license becomes valid after that period and stays active for 60 days.

Both applicants must be at least 18 years old under MGL c. 207, § 7. Bring government-issued photo ID for both parties. If either party was previously married, you may need to provide information about how that marriage ended.

If you need to skip the waiting period, you can apply to a Probate or District Court for a waiver under MGL c. 207, § 30. The fee is $195. Courts grant waivers on a case-by-case basis for valid reasons. This option is not a guarantee.

After a marriage takes place, the officiant returns the signed license to the Lowell City Clerk. The clerk records it and files it with the state. That document becomes the official marriage certificate. Certified copies cost $15 each for in-person requests at the clerk's office.
